Different services answer different questions
An EOR service is designed around an employment relationship. A contractor management tool helps administer contractor agreements and payments. Putting the two subscription prices next to each other does not establish that both arrangements are suitable for the same person.
Describe the actual relationship before choosing software: the work, control over its performance, continuity, supervision, place of work and commercial independence. Ask the provider and an appropriate local adviser to assess the arrangement. A label in a contract or a payment platform does not settle the classification question.
Send the same facts to both reviewers
Do not obtain an EOR quote using a full-time role description and a contractor quote using a short project description if the intended work is identical. That produces a price comparison based on inconsistent assumptions. Keep the factual brief stable and ask the reviewer to explain the assumptions behind its answer.

If you are converting an existing contractor
Tell the adviser about the existing arrangement and its history. Ask how to handle the end of the contractor engagement, the new employment agreement, outstanding payments and ownership of prior work. Starting a new EOR contract should not be treated as a way to erase earlier obligations or resolve historical classification questions automatically.
Once the suitable relationship is established, compare providers within that category. This guide is a purchasing framework and does not classify any particular worker.
